Two updates to plan.md: - New 'Open tasks' bullet documenting the master TX kill-switch (operator toggle + dev-time centralised URL), the bearer-level enforcement model, the four chokepoints, the not-configurable posture, TLS hardening, and the symmetric audit trail. Lists the six PRs that landed it and the test-count progression. - One-liner mention in 'Where we are now' since the kill-switch is operator-visible on every dashboard page.
