Fix React OpenSSL error and add dev script
Resolves the digital envelope routines::unsupported error in Node.js 22 when running the React development server.
Adds --openssl-legacy-provider to start, build, and test scripts.
Introduces a dev script (npm run dev) for easier development startup.
