Archive the independently reviewed v1.2.12 textual revision and its self-contained LaTeX source package. - incorporate the recorded v1.2.9 errata into the recommended reading version - preserve all v1.2.9 manuscript assets and historical provenance - record the frozen PDF, source archive, and source-manifest hashes - retain the v0.7.4 + v0.9.3 theorem-bearing certificate boundary - keep GLOBAL_FLOW_CLAIMED=false - make no theorem-bearing, certificate, protocol, JSON, or atlas changes - require no Arb rerun This commit does not create a tag, GitHub Release, or Zenodo version.

Record the verified Zenodo v1.2.12 version DOI and Concept DOI, bind the immutable paper-local-ode-v1.6 GitHub Release and successful tag-triggered workflows, update the preferred citation and public navigation, and refresh repository checksums.
