Split out from umbrella PR #54 without touching worktree-issue-96-rust-core-port.

  • expose the raw Polkadot Mobile pairing deeplink on the QR canvas for deterministic e2e extraction
  • keep the auth button disabled until initTopBar() has bound its click handler
  • add @dotli/shared/hex and replace existing hand-rolled byte/hex conversions in content, shared, truapi-debug, and topbar code
