build: link local TrUAPI packages

Summary

Add an explicit local-link workflow on top of #70 without changing that PR's declared temporary npm dependencies.

• bun run link:truapi replaces the two installed TrUAPI aliases with symlinks to a sibling TrUAPI checkout.
• bun run unlink:truapi runs a forced frozen install to restore the declared npm aliases reliably.
• root make link-truapi gives parent TrUAPI make targets a stable entry point.
• package resolution is validated after linking so local E2E cannot silently exercise a stale npm build.

This separation keeps direct dotli CI representative of the published package aliases while preserving fast local iteration from the parent TrUAPI repository.

Stacked on #70. Review this PR as the local-development tooling layer only.

Verification

• local link resolves both packages from the parent TrUAPI checkout
• unlink restores both aliases from Bun's package store
• bun.lock remains unchanged through the round trip
• make e2e-dotli from the parent TrUAPI checkout: 44 success, 0 failed against the local Docker signer
