Add missing sync ping endpoint - #8

This adds a `POST /api/sync/ping` endpoint to `fluxmedia/api.py` that handles ping requests. It reads a `client_id` and `device_name` from the incoming JSON payload and registers the device in the global `sync_manager.device_names` map. This resolves the `HTTP 405 Method Not Allowed` issue when `test_ping.py` is run against the server. Co-authored-by: pdev-labs <300827144+pdev-labs@users.noreply.github.com>

This commit replaces the MIT license with the GNU General Public License v3.0 (GPLv3). It updates the LICENSE file content, the license badge and description in README.md, and the package license classifier in pyproject.toml to "GPL-3.0-or-later".
