Merge dependabot NuGet bumps across CKLunchBot

Dependabot bumps for NuGet packages needed to be merged across the solution to keep runtime and test dependencies current. This update aligns project references with the latest available package versions.

• Dependency version updates
  • Bumped runtime packages in CKLunchBot (RestSharp, Microsoft.Extensions.*, Azure Containers Tools, Serilog).
  • Bumped test packages in CKLunchBot.Tests and CKLunchBot.Core.Tests (MSTest adapter/framework).
