initial skeleton for the senv design document - a lightweight secure env management system.
covers the problem (scattered .env files, painful sharing, no audit trail), the two approaches being considered (cloudflare-native vs docker-based), and the core feature set. nothing is finalized yet- this is a starting point to build on as more details get added.
