This adds regex, semver, date and number comparisons -- also extracts and unifies the string operations for better testing.
Date comparisons support date or datetime in the context in addition to RFC3339 formatted strings and millis since epoch -- so I modified context telemetry to convert dates and datetimes to the formatted string for upload (context shape is string)
