In general, the fix is to add an explicit permissions block specifying the minimal required scopes for GITHUB_TOKEN. For this workflow, none of the steps rely on GITHUB_TOKEN for write operations to the repository or GitHub API; they rely instead on PyPI credentials in secrets. Therefore, we can safely set the default to read-only repository contents. The most straightforward and least invasive fix is to add permissions: contents: read at the workflow root so it applies to all jobs.
