In general, the fix is to add an explicit permissions block specifying the minimal required scopes for GITHUB_TOKEN. For this workflow, none of the steps rely on GITHUB_TOKEN for write operations to the repository or GitHub API; they rely instead on PyPI credentials in secrets.
