Closes #26. resolveTfBinary per SPEC (explicit --tf-bin > STACKCANVAS_TF_BIN > terraform > tofu, injectable probe, re-probe recovery on later failure), binaryUsed in /api/meta.providers[], --tf-bin CLI flag + CanvasServerOptions.tfBinary, telemetry tf_bin now real. +15 tests → 149/149, e2e 6/6.
