I only kept v14 since that's what this repo originally used. But with macos runners being on Silicon, macos v14 specs fail as they have no bin to download.

This PR firstly updates our test workflow, to test on PRs, use updated action versions, and comply with our best practices about variables and where to get them.
Then to support future revisions this PR adds the ability to publish on release, like we do for other packages.
