The merge step did `gh pr merge --squash || gh pr merge --auto`, and arming --auto returns exit 0 even when the PR stays BLOCKED by branch protection. So a stuck PR reported as success: the run went green while the post stayed an open, unmerged PR (this is why browser-to-bare-metal-to-drone sat unpublished behind #124/#125 for two days). Now verify the actual outcome per PR: MERGED -> published; auto-merge armed -> warn (will land on checks); otherwise -> collect as stuck and exit non-zero so the failure issue opens. Pairs with the ruleset bypass for the pulseengine-actions-helper app, which makes the direct squash merge succeed. Co-authored-by: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
