Install torchao-0.17.0.dev20260305+cu130 and fbgemm_gpu_genai-2026.3.4+cu130 from the PyTorch nightly index instead of torchao==0.16.0 and fbgemm-gpu-genai==1.5.0.
Remove the TRANSFORMERS_OFFLINE environment variable from the env block, the docker run passthrough, and the conditional override.
This reverts commit 60ca767.
