Update to latest RSR data on Zenodo

In the recently merged PR we forgot to include these updates concerning the latest RSR files on Zenodo. This PR solves this.

• Tests added
• Tests passed: Passes pytest pyspectral
• Passes flake8 pyspectral
• Fully documented
• Add your name to AUTHORS.md if not there already
