Upgrade quadriga files scripts

This update the scripts and common files to the current version.

It showed a bug in the APA plugin we forked, so that configuration is currently disabled.

@SchenbergZY Can you look at this PR please. I added the forked version of the APA plugin, but when I enable it in the _config.yml the build breaks.

Once you fixed the bug in https://github.com/quadriga-dk/Sphinx-APA-References we can activate the plugin here and the publish the case study.

I folked the repo and tried the latest APA integration, it works now.
