redesign (fixedpoint, process, iir, fir/hbf)

This is a major redesign and reorganization.

• Redesign/simplification/factoring of the fixedpoint traits/structures and spawning of dsp-fixespoint. Removal of the MulScaled traits.
• Spawn dsp-process covering declarative processing semantics and primitives, removal of the Filter trait.
• Redesign HBF/FIR covering the all linear phase FIR types and annd HBF ratios
• Redesign iir/biquad covering all combinations of Biquad with and without clamping/offset junction and simple/dither/wide states
• Python module addition for prototyping, testing, comparison, and benchmarks.
• WDF filter addition
• ClampWrap addition
• Wide usage of Wrapping for phase/frequency
