Remove RBS + Steep static type checks from the project.
Steep currently does not support Ruby 3.4's
itblock parameter, which forces us to choose between clean modern Ruby and passing type checks. We're pausing static typing until the upstream blocker is resolved.Blocked on: soutaro/steep#2238
