Add pre-recommendation recall check and own-response storage rules
Before making any recommendation or suggestion, Claude now checks memory first to avoid repeating advice the user has already received or completed. Also adds a rule to store condensed summaries of Claude's own responses when they contain recommendations, plans, solutions, or conclusions.
