Disabling tests isn't a reasonable fix... why aren't we working to fix the root cause? |

We should unblock CI for the release branch at the least. The lanczos SM tests were never truly reliable to begin with and that is documented here #2705. Also we don't use the SM functionality for any downstream tasks in cuml and cuvs, so it was never prioritized. |

We are seeing failures with lanczos SM tests, please see this PR #2941 and the reference issue here #2705.
Resolves #3021.
