Set the release date for 2.20.0 in CHANGELOG.md.

• Bug fixes (perf: faster weave/newInstance and bind without attribute instantiation #259, Eliminate double dispatch with parent FCC (-47% call time) #260, fix: re-emit weaved class file when declared in-process but missing on disk #261)
