This PR updates the project changelog to reflect the 1.19.0 release and adjusts historical entries to include additional intervening tag sections so the compare links reflect the intended tag sequence.
Changes:
- Add a new 1.19.0 section with the associated PR/commit entries.
- Insert missing tag sections (1.17.3, 1.17.2, 1.14.5) and adjust surrounding compare links accordingly.
- Update the 1.15.0 compare link to start from 1.14.5 after introducing the 1.14.5 section.
