Adds a GitHub Actions workflow on main to run Contributor License Agreement (CLA) checks by delegating to the shared rdkcentral/cmf-actions reusable workflow.
Changes:
- Introduces

Bring the github workflow (cla.yml) on develop branch (develop/.github/workflows/cla.yml) to main branch for below repos if not already present for CLA check to run.
