Fixes #17216.

When running react-scripts on Node 17+ (which uses OpenSSL 3.0), the build and dev server crash because Webpack 5 natively defaults to the md4 hash algorithm, which is unsupported in OpenSSL 3.0.

This PR sets hashFunction: 'xxhash64' in the Webpack output configuration, which is extremely fast and avoids the need for the --openssl-legacy-provider flag workaround.
