Retro: PR #4293 — Renovate dependency bump (backstage-plugin-homepage 1.17.0 → 1.17.1)

Workflow outcome: Clean, no agent involvement beyond retro.

This was a straightforward Renovate bot patch-level dependency update in the scorecard workspace (6 additions, 6 deletions across package.json and yarn.lock). The PR was created Aug 13, rebased 16 times by Renovate as main evolved, approved by christoph-jerolimov on Aug 17, and merged. All CI checks passed (Codecov 61.36%, SonarQube green). No fullsend agents (review, code, triage, fix) were dispatched — only the post-merge retro.

Observations

1. Review agent correctly skipped (by design). The routing logic's is_event_actor_authorized permission check rejected renovate[bot] because GitHub App bots are not repo collaborators. This prevented review dispatch on all three pre-merge workflow runs. For a trivial patch bump, this is the right outcome — but the mechanism is a blunt permission gate rather than an intentional bot-detection heuristic.

2. Retro dispatched on a zero-agent-involvement PR. This retro run itself is the only agent activity on the PR. The retro analyzed routing decisions and found no agent behavior to evaluate — producing minimal insight relative to token cost.

Existing coverage

Both observations are already extensively tracked:

• Retro skip for zero-agent PRs: Covered by 22+ overlapping issues consolidated under fullsend-ai/fullsend#5817, plus agent-layer issues fullsend-ai/agents#276, #349, and #649. This retro is additional evidence that the problem persists — this run consumed tokens to produce an empty-proposals result on a PR with no agent interaction to analyze.

• Bot PR review routing: Covered by fullsend-ai/fullsend#1371, #5757, #4293, and source-repo issue redhat-developer/rhdh-plugins#4166 which specifically tracks restoring review dispatch for bot-authored PRs.

Verdict

No new proposals warranted. The workflow behaved as currently designed — the design gaps are already tracked with extensive issue coverage.
