3di | About articles for capabilities

Hello @tully @mjcarroll

This pull request is a draft because it is a request for input rather than a review. We are not requesting a review of the articles at this point.

We have drafted the following capabilities articles and identified the areas where we need your input using 'QUESTION FOR THE REVIEWER' tags:

  • About simulation
  • About perception
  • About motion planning
  • About navigation
  • About manipulation

Related to: #6826

Motion planning isn't in the core it's a capability.

I don't think that we want to call out motion planning separately from manipulation, maybe just one article with an "and"

@tfoote Just confirming what we'll do here, to check we've understood:
. Instead of separate articles about Manipulation and Motion planning, we have a single combined article.
But on the About ROS page, we keep them listed separately. (This is the same as we're doing for Analysis and introspection, so it'll work fine.)

There's a lot of small special purpose ones. I'm not sure how to pick a short list or create a long list.
