This PR adds a CONTRIBUTING.md file and default Issue/PR templates
to the repository to help onboard new contributors and clarify
project guidelines (coding standards, commit messages, running tests,
etc.). Also links to CONTRIBUTING.md in README.
No functional changes are included.
Resolves: community contribution workflow gap.
