Implements Azure Monitor-based utilization checks for Cosmos DB accounts: normalized RU trends, total RU growth, HTTP 429 totals, server latency, storage growth, and throughput sizing. Adds sli.robot with a three-dimension 0-1 score, generation rules for azure_cosmosdb_database_account, RunWhen templates (slx, taskset, sli), and optional Terraform test scaffolding.
