add encoding detector, fix connection problems

This is a major feature release as it includes SSH firewall capabilities in addition to telnet capabilities. This will also open up SSH connectivity to telnet-only BBSes. Note that file transfers in SSH are broken and it's unclear if I'll be able to fix it with this package.

There is also a bugfix to address a race condition where a connection is attempted and dropped so quickly that the firewall can't determine the originating IP address.
