[codex] map active infra Local Portfolio rows

What

Adds Local Portfolio page mappings for harness-scorecard and peer-agent-tools in config/notion-project-map.json.

Why

These projects now have verified private Local Portfolio rows, and bridge-sync needs durable page IDs before it can clear their pending [SHIPPED] events with Notion receipts.

Review Of What Was Built

• Created/verified the matching Local Portfolio rows outside this repo.
• Mapped each canonical project key to its Notion Local Portfolio page ID.
• Re-rendered the local generated project registry to confirm both entries resolve to notion_local_page_id.

Cleanup Review

No unrelated cleanup. Left operator-os-docs and fable-second-sprint unmapped because they remain held/non-default lanes.

Verification Summary

• python3 -m json.tool config/notion-project-map.json
• uv run pytest tests/test_project_registry.py tests/test_notion_export.py -> 33 passed
• uv run operator-os-seam-linter --identity-resolution --identity-since 2026-07-03T13:02:06Z --truth output/portfolio-truth-latest.json --json -> still fails on pre-existing identity dialect drift unrelated to these mappings (probe-*, notification-hub placeholders, SecondBrain/personal-ops aliases)

Shipped Summary

Bridge-sync can now resolve harness-scorecard and peer-agent-tools to durable Local Portfolio rows once this mapping is on main and the generated registry is refreshed.

Next Phase

After merge, fast-forward local main, refresh the local generated registry, run bridge-sync dry-run, then run bridge-sync live to create receipt-backed Notion Build Log updates for the repaired shipped-event rows.

Remaining Roadmap

• Keep operator-os-docs held until explicitly activated or mapped.
• Keep fable-second-sprint held as experimental/non-default unless its portfolio disposition changes.
