fix: enable deletion to work when namespace label is passed in; relocate ocm code into a single file

This is a conglomeration of a couple changes:

1. enable deletion of workflows to delete corresponding manifestwork by setting cluster label on workflow once the placement is resolved
2. relocate the ocm code into a single file
