CIログを確認し、npm ci の失敗原因が eslint-config-eslint@13.0.0 の peer 依存（eslint ^9.35.0）と eslint@10 の競合であることを特定しました。eslint-config-eslint を 14.0.0 に更新し、package-lock.json を npm 11 解決結果で更新して修正しています（950138b）。npx npm@11.0.0 ci --ignore-scripts で依存解決が通ることを確認済みです。

追加で失敗していた sbt ... textLintAll のログを確認し、eslint.config.mjs が @eslint/eslintrc をimportしているのに依存が未宣言だったため ERR_MODULE_NOT_FOUND になっていたのを修正しました。@eslint/eslintrc を devDependencies に追加し lockfile を更新済みです（d4643d9）。npx npm@11.0.0 ci --ignore-scripts と eslint実行で再現箇所の解消を確認しています。
