💡 What: Implemented a module-level cache (fetchPromise and cachedPayload) in BlogApp.tsx and moved fetch outside of the useEffect scope if an in-flight fetch exists.
🎯 Why: In a windowed OS interface, components mount and unmount repeatedly when opened or closed, wiping out local React state. This causes duplicate network requests for static/semi-static data.
📊 Impact: Reduces redundant /api/blog.json API requests to exactly 1 request per session across all BlogApp window opens/closes, enabling instant subsequent loads.
🔬 Measurement: Verify by opening/closing the "Blog" app multiple times in the OS Shell; network tab will show only a single request. Tests pass correctly.

Implemented a module-level cache (`fetchPromise` and `cachedPayload`) in `BlogApp.tsx` to deduplicate identical network requests. In the windowed OS architecture, mounting/unmounting the window frequently resets local React state. This caching pattern prevents redundant fetches to `/api/blog.json` during these state wipes and allows for instant loading on subsequent window opens.

Also updated `.jules/bolt.md` with this architectural learning.
