Implemented a module-level cache (`fetchPromise` and `cachedPayload`) in `BlogApp.tsx` to deduplicate identical network requests. In the windowed OS architecture, mounting/unmounting the window frequently resets local React state. This caching pattern prevents redundant fetches to `/api/blog.json` during these state wipes and allows for instant loading on subsequent window opens. This causes duplicate network requests for static/semi-static data.

/api/blog.jsonAPI requests to exactly 1 request per session across allBlogAppwindow opens/closes, enabling instant subsequent loads.🔬 Measurement: Verify by opening/closing the "Blog" app multiple times in the OS Shell; network tab will show only a single request. Tests pass correctly.
