Moved /api/blog.json fetching behind a module-level cache to prevent redundant API calls when the BlogApp component mounts/unmounts (e.g. opening and closing the app window). Follows same pattern used in `useProjects.ts`. Co-authored-by: schmug <38227427+schmug@users.noreply.github.com>

🔬 Measurement: Verified by
