Docker image build for har-sanitizer

Built image at https://hub.docker.com/repository/docker/scottmcmaster/harsanitizer

Pull it and run something like:

docker run -d -p 8080:8080 scottmcmaster/harsanitizer:1.1

Then access the web application at http://localhost:8080
