Add contact schema migration

• Add an initial SQLite migration for companies, contacts, normalized contact tags, timestamps, indexes, and update triggers.
• Add a contact_list_view to support the upcoming contacts list bounty.
• Add a lightweight schema loader and Node test coverage for the migration contract.
