add disappearing messages time of 10 minutes

This adds 10 mintues to the list of times for disappearing messages, making
the list feel more complete.

This is the Desktop equivalent of signalapp/Signal-Android#6016 and signalapp/SignalServiceKit#90

This will work, but requires coordinated release with the other clients. I'll close it for now just to keep our PR list tidy, but feel free to re-open if approved by Android and iOS.
