Allow laci, flaci and acctf to use reboot and poweroff
This is the default locale we use on our development machines. Since SSH will forward the user's locale settings (LANG, LC_ALL, etc.) to the remote host, we should ensure this locale is available there too. C and POSIX locales are already available, just need en_US.utf8
This matches the default locale that we use on the rest of our machines.
Locale fixes
This will test builds of both DEV and PROD images, and, if pushing to a tag, it will release artifacts.
… allows laci to use ipmitool.

May make a new branch for official release of rhel9 image? Or merge onto pre-release and make a new branch for official centos7 image?
