feat(i18n): Bahasa UI for all 19 Dev tools (wave 1) - #126

Each Dev island now accepts the lang prop ToolHost forwards and renders Bahasa on
/id/ via a local TR:{en,id} dictionary (LegacyLetter pattern). Covers JSON
formatter/compare/converters (+ shared BiConverter), Base64, URL, JWT, UUID,
password, hash, text-diff, CSV↔JSON, markdown, QR gen/read, timestamp, base &
color convert. Logic untouched; brand/format/acronym terms kept; no 'alat'.

First wave of tool-UI localization (the deferred phase). All 19 Dev-category islands now render Bahasa on
/id/— labels, placeholders, buttons, headings, helper text, and in-island messages — via the LegacyLetter pattern (langprop + localTR:{en,id}; ToolHost already forwardslang). Localized by 7 parallel agents under strict guardrails (no logic/className/import changes; brand/format/acronym terms kept; no 'alat').Verify
npx vitest run→ 624 passed ·npm run lint→ 0 errors ·npm run build→ 184 pages; Bahasa strings confirmed in the built chunks.Next waves: Image (21) → PDF (11) → Media/Files/Maps/Network/Draw/Playground.
