Promote to production: Camera Capture
Materializes the add/improve-a-tool flow (brainstorm → spec → plan → TDD build → verify loop → ship dev→prod) plus repo conventions (registry, thin-island/pure-lib, Vitest patterns, Cloudflare deploy, gh admin-merge) into a reusable project skill.
