Preemptively retract a new latest version, in order to publish retraction of v1.99.0

The retraction was updated here: 6f5b59b

But that was after v1.99.9 was published, so the tooling doesn't see it yet:

And Dependabot gets confused: smartcontractkit/chainlink#20903

We need to tag another version, v1.99.10, after merging this.

Below is a summarization created by an LLM (gpt-4-0125-preview). Be mindful of hallucinations and verify accuracy.

Why

The change updates the retract directive in the go.mod file to include a more recent pseudo-version, indicating ongoing development and testing efforts for version handling and compatibility.

What

  • lib/go.mod
    • Updated the retract directive to replace v1.99.9 with v1.99.10. This change ensures that the newer pseudo-version v1.99.10 is correctly marked for retraction, indicating it as part of testing or a non-stable release.
