Enable test.fixme calls in anomalies-tests.spec.ts, expenses-tests.spec.ts, and resources-tests.spec.ts by removing comment markers. These mark several chart-export PNG comparison tests to be fixed/skipped in CI (process.env.CI === '1') because the PNG comparison is unsupported on Linux, preventing false CI failures.
