Release MASA 0.2.0 observation profile

Summary

• add the optional MASA Observation profile and its independent epistemic, temporal, and signal-kind axes
• publish immutable 0.2.0 schemas, ontology/context resources, fixtures, conformance evidence, CLI/MCP resources, and reference packages
• retain all 0.1.0 normative resources unchanged and report migration as not tested

Verification

• pnpm check
• 30 schemas validated offline
• 60 tests passed
• 9 valid fixtures, 11 expected-invalid fixtures, and one bundle validated
• five conformance classes passed against digest d9c286e62c7dfee868780377fdb2f21715082bce61023f56e206e4939ca8c5a5
• all five packages passed publint, artifact inspection, and isolated packed-runtime smoke tests
