Due to known compatibility problems that result in failures or false positives, this PR turns off SpotBugs analysis when using Java 24.
By conditionally omitting SpotBugs tasks depending on the Java version, this modification enhances build stability for users of Java 24.
Local testing confirmed that SpotBugs functions properly on different Java versions.
