Slice L2 of the council-locked coherence objective. User-facing path_filter now matches the CANONICAL ABSOLUTE displayed path (reusing D's canonicalizer); relative globs normalized in (non-breaking); bare no-metachar string = segment-aware case-insensitive substring; CLI [path] adapter migrated to canonical; internal embedding exclusion/cost matcher (semantic-search-build/cost) untouched. Closes Finding G (path_filter silent-zero from manifest-root-relative vs displayed-absolute mismatch). Review: full 3-family MoE: grok+opus clean; codex found 3 HIGH (manifest-root self-glob false-zero, hardlink-alias invisibility, literal-metachar path misclassified as glob) + 2 MED case-sensitivity, all TDD-fixed; 2 codex test-weakness findings hardened. Full suite 1725 pass. Shares the path-round-trip acceptance suite extended with the path_filter dimension.
