Background
I was doing some local testing and wanted an arm64 RPM for Rocky Linux 9, so I decided to just tweak the GHA workflows to upload one for me.
I haven't done any full testing at this point aside from having the RPM installed and seeing that the exporter runs on the target machine.
Admittedly this PR probably modifies the workflow a bit too much for direct acceptance. Perhaps it will be of use to someone else, in any case, so I'll at least leave this up as draft.
