Update dashboard to include "fill first" switch.

soc_hold should use start and end times calculated from windows rather than just holding for the next slot, this minimises inverter writes.
If the start and end times are already the same then there is no need to change the start and end times again (or change current). if the start and end times are the same then exit the def.
