ci: disable Claude Code / Auto PR Review workflow - #13

Auto PR Review now requires ANTHROPIC_API_KEY so PRs are not blocked when OAuth subscription access is disabled in CI. Interactive @claude prefers the API key and soft-fails on OAuth with a setup warning. Co-authored-by: Cursor <cursoragent@cursor.com>
