Added a reset resume fucntionality that clears saved resume data from local storage and then restores the deafult resume template.

clearStateFromLocalStorage()fuction inlocal-storage.ts-Added reset handler in
ResumeControlBar.tsx-Added confirmation pop up before resetting the resume.
-It reloads the page after cleaning the local storage.
Why this feature
This improves usr experience by allowing them to quickly reset the resume builder without manually clearling browser storage.
Testing Done
-Created a resume
-clicked "Reset Resume" button which is placed next to "Download Resume" .
-Verified confirmation dialog appears
-Verified resume resets successfully to default state.
