Summary
build_script works from Swift Packages in git and local directories today - building the content, then merging it together. This extends that concept to accepting an externally built DocC archive in some form and integrating that into the combined build.
Draft PR - many guesses that need to be refined with specific needs - to support bringing in the pre-built Swift Standard Library
